The Talent Acquisition Specialist plays a key role in the City’s talent management system, leading daily recruitment and hiring activities. This role is responsible for the full recruitment lifecycle, including attraction, recruitment, selection, and onboarding. Collaborating with hiring leaders and People & Culture Sr. Business Partners, the Talent Acquisition Specialist provides guidance on recruitment guidelines, policies, and processes while contributing to workforce programs and strategies. Additionally, this role fosters engagement with external partners and potential candidate communities, enhancing the City’s reputation as an employer of choice. The Talent Acquisition Specialist will also oversee employee orientation, onboarding, and assist in supporting global talent management initiatives.

STATUS: Full Time, Term – up to 20 months
HOURS OF WORK: 8 hours per day, Monday to Friday, with every third Friday off
In this role, you will:
- Execute the full recruitment cycle, from job posting and sourcing candidates to facilitating interviews, preparing offer packages and onboarding.
- Partner with hiring leaders to understand workforce needs and provide expert guidance on recruitment strategies and best practices.
- Develop and maintain strong relationships with external recruitment partners, educational institutions, and professional networks.
- Implement and manage talent attraction initiatives to source diverse and highly qualified candidates.
- Ensure compliance with all recruitment policies, practices, collective agreements, compensation principles, recruitment agencies and labour market dynamics that impact the city’s staffing landscape.
- Coordinate and facilitate new employee orientation and onboarding processes, ensuring a smooth transition into the organization.
- Collaborate with internal teams to support broader talent management and workforce development initiatives.
- Track and analyze key recruitment metrics to assess hiring effectiveness and drive continuous improvement.
- Represent the City at career fairs, networking events, and community outreach initiatives to enhance employer branding.
What You Bring to the Table
Qualifications & Experience:
- Passionate, people-focused individuals who love their community and want to make a difference.
- Bachelor’s degree in business or a related field, preferably with a major in Human Resource Management from a recognized post-secondary institution.
- Three (3) – five (5) years of proven experience in talent acquisition, recruitment, or HR-related roles in organizations with multiple streams of business.
- Strong understanding of recruitment processes, sourcing strategies, leadership training, succession planning, workforce planning, change management, and experience working within a multi-union work environment, including familiarity with collective agreement provisions related to recruitment.
- Demonstrated knowledge in Human Rights legislation, employment standards and working knowledge of Environmental Occupational Health and Safety regulations.
- Excellent interpersonal and communication skills with the ability to build relationships with candidates, hiring leaders, and external partners.
- Proficiency in applicant tracking systems (ATS) and HRIS, PeopleSoft, etc.
- Strong organizational and project management skills with attention to detail.
- Ability to work independently while collaborating effectively within a team environment.
- Experience in developing and implementing employer branding initiatives is an asset.
