STATUS: Non-Permanent Term Relief, up to 22 months 

HOURS OF WORK: 37.5 hours weekly; 7.5 hours per day, Monday to Friday

PAY RATE: $41.35 per hour (rate under review)

 

Working in partnership with the Community Social Development team, the Encampment Response Team, and internal and external partners, the Encampment Response Technician provides field-based operational leadership in the delivery of the Encampment Strategy. The role focuses on coordinating and advancing the encampment responses through consistent protocols and cross‑departmental collaboration.

 

The position reports to the Community Social Development Operations Manager and works under the day‑to‑day in‑field direction of the Encampment Support Specialist. Acting as the primary field coordinator for assigned encampment cases, the Technician provides tactical direction to Response Workers, supports data entry and case tracking, and ensures operational activities align with established procedures, safety standards, and defined scope of practice.

 

In this role, you will:

  • Respond to 311 reports of encampments that have been reported in various locations within the city.
  • Triage encampments by using an assessment tool to identify the risk level to the community and encampment occupant(s).
  • Encourage and educate encampment occupants of potential hazards and dangers (traffic, environmental, fire, etc.), as well as mitigation strategies.
  • Provide 24-notice when occupants need to vacate a location, connect occupants to the Outreach Team and remove unwanted items.
  • Provide field direction to Encampment Response Worker and monitor adherence to safety and engagement protocols.
  • Explain the encampment response process to the encampment occupant(s) and address any questions or concerns.
  • Attend areas that have been identified as ‘hot-spots’ as a proactive measure to reduce calls to 311 and the Lethbridge Police Service.
  • Facilitate cleanup of Tier 1 or abandoned encampments and assist with the removal of debris and material that requires disposal at the Waste and Recycling Center.
  • Create and maintain rapport with the vulnerable population.
  • Support the Outreach Specialist with coordinating responses with multiple service providers, location selection, proper resource allocation, communication of hazards and hazard mitigation.
  • Assist in identifying potential partnerships as part of the Encampment Strategy and engage with stakeholders in the community.
  • Maintain accurate reporting data, reports, and incidents as appropriate.

 

Qualifications & Experience:

  • A diploma in human services field (social work, criminal justice, or public health, etc.) is required.
  • Standard First Aid & CPR certification is required.
  • Valid Alberta class 5 driver’s license is required.
  • Experience working in a high-paced culture focused on engaging populations who are vulnerable or marginalized, including individuals experiencing homelessness, mental health challenges, addictions, or social instability is required.
  • Strong situational awareness with the ability to identify safety risks and apply de‑escalation or disengagement strategies.
  • Knowledge of the City of Lethbridge’s roadways, trails, pathways, and park systems, with strong map‑reading skills and the ability to communicate accurate location information to response partners.
  • Seasoned interpersonal skills including the ability to successfully communicate, influence, and apply de-escalation techniques.
  • Advanced political tact and acumen to successfully navigate the political and social sensitivity of encampment responses. 
  • Ability to work using trauma informed and culturally respectful practices.
  • Ability to follow established procedures and work within a defined scope of practice.
  • Basic computer skills, including data entry and electronic documentation.
  • Experience with a variety of computer equipment and software systems, with proficient skill in using an Internet browser, Microsoft Word, Excel, and Access.
  • Strong organizational skills and attention to detail.

  • Within the preceding three years any Criminal Code or Provincial driving conviction including:
  1. Impaired Driving related offence
  2. Dangerous Operation of a Motor Vehicle
  3. Criminal Flight from a Peace Officer
  4. Fail to Remain at the Scene of an Accident
  5. Drive while Disqualified/Prohibited
  6. Careless Driving

 

If you are a current City of Lethbridge employee, depending on the circumstances of your current position, you may also be required to provide a five-year Commercial OR Non-Commercial Driver’s Abstract as part of the recruitment process.
