Overview
Lethbridge Public Library (LPL) is seeking an experienced financial professional for the position of Manager: Finance & Administration. Reporting to the Chief Executive Officer (CEO) this position is a key member of the Management Team and assists the CEO in their role as Secretary/Treasurer of the Board by providing financial subject matter expertise and recommendations. This position is responsible for the day-to-day oversight and operation of all financial functions at the LPL, including budget planning and development, financial reporting and analysis, accounts payable and receivable, annual financial audit, charitable returns, financial donations, and reporting to the CEO and Board on financial matters.
This position has supervisor responsibilities for administrative support staff associated with the Library’s accounting/financial and administrative functions and as a member of the Management Team is involved in a variety of library-wide teams, committees, and service and policy development initiatives.
The optimal person for this position will be an experienced self-starter who will thrive in a highly collaborative, public service-oriented environment. Our ideal candidate possesses extensive hands-on financial management experience within a public sector environment, and a demonstrated ability to support decision making through financial acumen. HOURS OF WORK: 37.5 hours per week; some evening and weekend work required, including on-call duties
LOCATION: Working at the Main Branch
Key Responsibilities:
Strategic Leadership and Innovation
· Develops, coordinates and evaluates financial and administrative support operations of the Library.
· Collaborates with other members of the library management team and with library staff on carrying out organization-wide objectives.
· Develops, recommends and implements changes and improvements, in consultation with the Management Team, on matters related to administration and financial services.
· Maintains professional knowledge of applicable legislation and best practices through appropriate means of professional development.
Fiduciary Stewardship
· Leads, in consultation with the CEO, the development and monitoring of the Library operating budget, capital and reserve accounts, and project budgets as required, and in accordance with policy.
· Assists the CEO in their role as Secretary/Treasurer of the Board by providing financial subject matter expertise and recommendations, financial monitoring and forecast reports, statistical reports, Library output measures, and other reports and monitoring tools as required.
· Provides Library management staff and the CEO with a clear financial picture of the Library as a whole, by department and other accounting divisions as deemed appropriate.
· Analyzes, interprets and presents financial data in support of informed decision making and organizational goals.
· Leads the Library year-end audit planning and process, in collaboration with City of Lethbridge Treasury and Financial Services, preparing all information and reports, and works with appointed auditors to complete Library related requirements.
· Develops and monitors budgets related to the administrative and finance functions, in accordance with CEO directives, Library policies, City of Lethbridge requirements, and other government agency requirements.
· Administers and supervises the Library’s accounts receivable/payable and purchasing functions, and monitors revenues and expenditures against approved budgets.
· Assists in the development, monitoring, and reporting on grants, special projects, and capital projects.
· Coordinates asset management functions including: ensuring compliance with insurance requirements, monitoring and reporting on personnel resources, monitoring contract compliance, and overseeing asset lifecycle.
· Leads financial risk management strategies and advises CEO on impacts to operations and long-term planning.
· Acts as the lead contact for fundraising partnerships, as assigned by the CEO.
· Participates as a member of the Collective Bargaining committee and makes financial recommendations regarding collective agreements.
Culture Management
· Actively participates in the development of Library Board and operational policies, specifically policies related to financial services.
· Oversees the implementation of all new or revised financial services related policies.
· Works with Library management team to ensure a safe and healthy workplace for staff and customers.
· Performs senior administrative on call duties as required.
Relationship Building
· Liaises with City departments and external organizations as needed to enhance the Library’s community presence and service commitment.
· Represents the Library on committees, both internally and externally, as they relate to the provision of financial and administrative services.
People Leadership
· Provides effective leadership and ensures appropriate staff training is in effect for all administrative support staff
Qualifications & Experience:
· Bachelor’s degree with Accounting Specialization (e.g. Commerce, Business Administration, Accounting, Finance)
· Comprehensive knowledge and understanding of accepted Canadian Public Sector accounting principles, policies and procedures
· 5 years of directly related financial management experience in the public sector; specifically experience in financial reporting, planning, budgeting and procurement
· Proven proficiency in Microsoft Office applications (including advanced Excel), and financial systems and reporting tools; previous experience with JD Edwards, Questica, Caseware, or Smartsheets is an asset
· Experience in a supervisorial or managerial capacity is an asset
· Demonstrated ability to analyze financial issues, communicate insights, recommend solutions, and anticipate potential impacts
· Ability to exercise discretion, and a high degree of confidentiality
· Excellent organizational skills, including the ability to manage multiple, often competing priorities under pressure to meet tight deadlines
· Ability to work independently and demonstrate initiative and problem solving
· Ability to communicate effectively and maintain a good working relationship with internal and external groups
· Demonstrated commitment to learn and develop professionally
