Traffic and Planning Manager

The City of Lethbridge is currently accepting applications for the position of Traffic and Planning Manager in our Transportation Business Unit. Our diverse organization is comprised of 1,600 employees across a wide variety of business areas.

 The Transportation Team strives to deliver a multi-modal transportation system that is safe, efficient and effectively supports the economic growth and well-being of the Community. Reporting to the GM, Transportation and Transit, the Traffic and Planning Manager is a senior manager who provides leadership and technical advice in the areas of traffic engineering, transportation planning, traffic operations and Transportation-related bylaws.

STATUS: Permanent, Full-time

HOURS OF WORK: 37.5 hours per week

 

In this role, you will:

• Provide leadership and technical advice related to traffic engineering, including traffic counts, intersection warrants, safety reviews, traffic calming, signage, line painting programs, and speed limit assessments.
• Lead transportation planning initiatives, including major capital projects, Transportation Master Plans (TMPs), functional planning studies, Traffic Impact Assessments (TIAs), development application reviews, and other transportation planning initiatives.
• Oversee traffic operations, including the paint marking program, sign installation, and the Temporary Traffic Control program through the Traffic and Signage Coordinator.
• Lead updates and management of Transportation-related bylaws, including the Bicycle Bylaw, Streets Bylaw, Traffic Bylaw, and Transportation System Bylaw.
• Develop and deliver programs, policies, and initiatives that support safe, efficient and effective traffic programs.
• Lead transportation planning projects and traffic safety initiatives.
• Provide leadership to employees and support effective team performance.
• Collaborate with internal departments, external stakeholders, community groups, consultants, and other partners.
• Manage projects, programs and budgets while balancing competing priorities.
• Provide strategic, technical and professional advice related to Transportation initiatives.

 

What You Bring to the Table

Qualifications & Experience:

• A Civil Engineer with at least ten years of engineering experience and a minimum of three years’ experience managing people. Your experience should include significant experience and knowledge of traffic engineering principles and operations, as well as significant knowledge of transportation planning, modelling, policies, and programs.
• Registered or eligible for registration as a Professional Engineer (P.Eng.) with APEGA.
• Professional Traffic Operations Engineer (PTOE) certification is desirable.
• Proven ability to effectively collaborate, lead, interact and establish relationships with people, groups and teams, of significant diversity and interests.
• Sound project management experience and skills.
• Sound program development and budgeting experience and skills.
• Demonstrated effectiveness with written and verbal communication skills.
• Openness and ability to think innovatively, strategically and critically.
• Strong communication skills and experience dealing with professionals and the general public, with tact and diplomacy
• Strong computer-related and writing skills
