The Transportation Operations Manager is responsible for leading the maintenance and operation of transportation infrastructure to maintain service levels established by the Transportation Department and City Council. The primary scope of services includes snow and ice control, annual street sweeping, roadway maintenance and rehabilitation, including the annual Overlay program, as well as other transportation maintenance activities.
Reporting to the GM, Transportation and Transit, this position provides leadership and direction to Transportation Operations and works collaboratively across the Transportation Business Unit and Public Operations Division to effectively integrate resources, priorities and service delivery.

HOURS OF WORK: 37.5 hours per week
In this role, you will:
- Lead the maintenance and operation of transportation infrastructure to ensure established service levels are maintained.
- Oversee key transportation programs, including snow and ice control, annual street sweeping, roadway maintenance and rehabilitation, and the annual Overlay program.
- Provide daily leadership and direction to Transportation Operations staff, including a Coordinator, three Forepersons, 25 full-time employees and up to 25 part-time employees.
- Develop work plans in collaboration with others in the Transportation Business Unit to support established service level objectives.
- Manage resources and monitor expenditures to ensure service standards are delivered in a cost-effective manner and within approved budgets.
- Develop and implement maintenance programs and new processes to protect the City’s investment in transportation infrastructure.
- Support employee health, wellness and safety and ensure applicable health and safety requirements are incorporated into operations.
- Participate in internal and external recruitment processes, workforce development, succession planning and leadership development.
- Provide performance management and corrective action as required and work closely with People & Culture on employee-related matters.
- Collaborate with other areas of the Public Operations Division to support the effective integration of resources and work priorities.
- Provide effective customer service and communicate with internal stakeholders, the media and the public.
- Provide strategic leadership, support change initiatives and plan for current and future transportation service needs.
What You Bring to the Table
Qualifications & Experience:
- Post-secondary degree or diploma in an applicable field and/or Public Works Manager Certification through the Canadian Public Works Association.
- A minimum of five (5) years of supervisory experience determining priorities and coordinating the activities of employees.
- Candidates with a minimum of 10 years of demonstrated experience, knowledge and results in a transportation-related field will be given preference.
- Experience working and managing in a unionized environment, including knowledge of the rules, regulations, policies and practices that govern Public Operations, would be considered an asset.
- Knowledge of methods and practices related to the operation, maintenance and construction of transportation assets.
- Demonstrated ability to recruit, develop and manage a workforce and support people planning, succession planning and leadership development.
- Strong project management experience and skills.
- Proven customer service skills with a commitment to service excellence.
- Demonstrated ability to communicate effectively with a broad cross-section of the organization, media and the public.
- Demonstrated effectiveness with written and verbal communication.
- Ability to think innovatively, strategically and critically.
- Knowledge of spreadsheets, word processing, presentation and accounting software, along with strong general computer skills.
- Strong strategic visioning, leadership, change management, planning and organizational skills, with the ability to effectively deliver transportation service levels within approved budgets and respond to current and future service needs.
