The City’s internal processes and controls play a critical role in maintaining the integrity of our financial transactions and the trust and confidence of our citizens. This requires consistent oversight and stewardship to ensure they align with best practices, legislative requirements, and organizational expectations.
We are currently seeking an Internal Controls Analyst to support the City’s governance, risk management and accountability framework through internal reviews, investigations and internal controls analysis. Reporting to the Internal Controls Manager, this position evaluates and strengthens internal controls across City operations, provides recommendations to mitigate risk and improve compliance, and supports continuous improvement initiatives across the organization.
This position offers a unique opportunity to work across a broad range of municipal operations, partnering with leaders and staff to strengthen governance, risk management and accountability while helping ensure public resources are managed effectively and responsibly.

STATUS: Permanent, Full-time
HOURS OF WORK: 8 hours per day, Monday to Friday, with every third Friday off
In this role, you will:
- Conduct internal reviews and investigations as requested by City leadership.
- Gather and analyze evidence through interviews, surveys, document reviews and process assessments.
- Assess compliance with applicable legislation, policies, procedures and organizational guidelines.
- Prepare comprehensive reports that clearly communicate findings, implications and recommendations.
- Independently examine operational, financial and administrative activities to identify opportunities to strengthen accountability, compliance and organizational effectiveness.
- Prepare working papers, summary memoranda and reports for management, Executive Leadership Team and City Council.
- Support the identification of organizational risk areas that contribute to the City’s annual internal review planning process.
- Evaluate business processes and internal control environments across City departments.
- Identify risks, control gaps and opportunities to improve efficiency, safeguard assets and mitigate organizational risk.
- Develop practical recommendations to strengthen internal controls and business processes.
- Assist with the development and maintenance of internal control practices and frameworks.
- Support the implementation of approved recommendations and monitor outcomes.
- Provide guidance and training, where appropriate, to promote strong stewardship and continuous improvement.
- Maintain the confidentiality, security and integrity of sensitive information throughout reviews and investigations.
- Build collaborative working relationships with stakeholders at all levels of the organization and navigate sensitive discussions with professionalism and tact.
What You Bring to the Table
Qualifications & Experience:
- A post-secondary degree in Accounting, Finance, Business Administration/Management, or a related field.
- A minimum of 1 to 2 years of experience working in internal controls, internal audit or external audit.
- A CPA designation, or active pursuit of the designation, is required.
- A Certified Internal Auditor (CIA) designation would be considered an asset.
- Strong knowledge of internal controls and systems theory.
- Knowledge of municipal policies and procedures.
- Understanding of departmental business practices and operational processes.
- Strong relationship-building skills with a collaborative, responsive and timely approach.
- A high regard for maintaining confidentiality and handling sensitive information.
- Strong analytical skills and attention to detail.
- A rigorous and disciplined approach to reviews and investigations.
- Strong written and verbal communication skills with the ability to communicate clearly and concisely to a broad range of audiences.
- Ability to manage multiple concurrent projects in a deadline-driven environment and make independent decisions.
- Effective report writing and presentation skills.
- Proficient computer skills using Microsoft Office applications.
Success in this role requires strong interpersonal skills, sound professional judgment and the ability to establish credibility with stakeholders at all levels of the organization. You will need to navigate sensitive discussions with professionalism and tact while influencing positive change through a collaborative and consultative approach.
